From the books, a vampire sire has control over its progeny until they are set free. This is how Lorena kept control of Bill until he demanded release and Appius Livius Ocella did the same with Eric and the Romanov boy.

Like to think, TS Debby was named after Debbie Pelt, but it's just a coincidence.
One more thought: The entire torture, interrogation and threat of true death by the Authority on Bill & Eric seemed too Kabuki, or contrived. I think it was designed to break them down and make them submit to working for the Authority. Nora allowing them to escape and then be taken away was all for show. She will be back when the plot is revealed.
